All dogs must be kept on-leash at all times to ensure your and the dog's safety. Even though the dog is well-behaved, there can be lots of distractions and unforeseen situations that arise when dogs are off-leash (they are animals after all). The dog may also act differently with you than they would with their usual owner. It is important to remember that even though the dog in your care may be well-behaved, others passing by may not be!
